Normally that happens when you are trying to transfer the domain from one registrar to another or even trying to get the EPP code. This means that if you have recently registered the domain and you are trying to transfer the domain to another registrar it will be prohibited for 60 days respectively from the date of registration. 

You can manage or change any other records during that time without any negative impacts.
